In accordance with the relevant provisions of the environmental protection acceptance procedures for completed construction projects, the completion environmental protection acceptance of the 500-kilometer annual production of prefabricated metal insulation pipes and their supporting products project (first phase) of Zhejiang Yichuangxin Materials Technology Co., Ltd. is now announced as follows:

 

Project name: Annual production of 500 kilometers of prefabricated metal insulation pipes and their supporting products (Phase I)

 

Construction unit: Zhejiang Yixin Innovation Materials Technology Co., Ltd.

 

Construction location: No. 1177, Zhenlongliu Road, Cixi Binhai Economic Development Zone

 

Construction content: This project is mainly engaged in the production of prefabricated metal insulation pipe fittings, mainly constructing an insulation pipe production line, including the production of composite insulation layer, A/B material foaming and other production processes . In August 2023, the company commissioned Zhejiang Renxin Environmental Science Research Institute Co., Ltd. to prepare the "Annual Production of 500 kilometers of Prefabricated Metal Insulation Pipes and Their Supporting Products Project Environmental Impact Report" and obtained the approval of Ningbo Municipal Ecological Environment Bureau on September 12, 2023 (Cihuanjian [2023] No. 180).

 

Main environmental protection measures:

 

1. Waste gas: Metal cutting smoke is treated by a mobile filter cartridge dust collector and then discharged in an unorganized manner in the workshop; waste gas from cement, small materials, and return materials entering the tank is treated by a pulse bag dust collector and then discharged from a 15m exhaust pipe, meeting the "Bulk cement transfer station and cement product production" in "Table 2 Special emission limits of air pollutants" of the "Emission Standard of Air Pollutants for Cement Industry" (GB4915-2013); ball mill waste gas is treated by a water spray dust collector and then discharged from a 15m exhaust pipe, and sorting waste gas is treated by a bag dust collector and then discharged from a 15m exhaust pipe, meeting the "Bulk cement transfer station and cement product production" in "Table 2 Special emission limits of air pollutants" of the "Emission Standard of Air Pollutants for Cement Industry" (GB4915-2013); foaming and curing waste gas is treated by a secondary activated carbon adsorption device and then discharged from a 15m exhaust pipe, meeting the "Table 5 Special emission limits of air pollutants" of the "Emission Standard of Air Pollutants for Synthetic Resin Industry" (GB31572-2015). The cutting dust is processed in a closed workshop and discharged into the workshop after being dedusted by a bag dust collector. The unorganized exhaust gas meets the secondary standard in "Table 2 Emission Limits of Air Pollutants from New Pollution Sources" of the "Integrated Emission Standards of Air Pollutants" (GB16297-1996) and the requirements of the "Emission Standards of Air Pollutants for Cement Industry" (GB4915-2013).

2. Wastewater: production wastewater, initial rainwater and steam condensate are all recycled for production. Domestic sewage is pre-treated in septic tanks to meet the third-level standard of the "Integrated Sewage Discharge Standard" (GB8978-1996). Ammonia nitrogen and total phosphorus meet the Zhejiang Provincial Standard "Indirect Emission Limits of Nitrogen and Phosphorus Pollutants from Wastewater from Industrial Enterprises" (DB33/887-2013) and are discharged into the municipal sewage network. Finally, they are treated at the Cixi Eastern Sewage Treatment Plant to meet the Level A standard of the "Pollutant Discharge Standard for Urban Sewage Treatment Plants" (GB18918-2002) before being discharged (COD, ammonia nitrogen, total nitrogen and total phosphorus meet the limits in Table 1 of the "Discharge Standard of Major Water Pollutants from Urban Sewage Treatment Plants" (DB33/2169-2018)).

3. Noise: ① Select low-noise equipment and reinforce the foundation of high-noise equipment; strengthen equipment management and maintenance, and promptly repair any abnormal situation; ② Reasonably arrange noise sources and try to place high-noise equipment in the center of the workshop; ③ It is strictly forbidden to use high-noise equipment at night.

4. Solid waste: The company has built a temporary storage room for hazardous waste and a temporary storage room for general waste in the factory area, and all kinds of solid waste can be properly stored, collected and disposed of. The solid waste of this project includes scraps, waste packaging barrels, waste packaging bags, waste activated carbon, foam head cleaning waste liquid, plastic waste, sedimentation tank sediment, waste engine oil, and domestic garbage. Among them, scraps include steel pipe scraps generated by steel pipe cutting, insulation cotton scraps generated by composite insulation layer cutting, thin-walled coil scraps, and foam plastic scraps cleaned after foaming and curing. Hazardous wastes mainly include waste packaging barrels, waste activated carbon, foam head cleaning waste liquid, and waste engine oil, which are entrusted to Ningbo Novell Xinze Environmental Protection Technology Co., Ltd. for collection and disposal; sedimentation tank sediments and collected dust are used by the company itself; other general solid wastes are taken out for comprehensive utilization, and domestic garbage is entrusted to the sanitation department for disposal.

5. Risks

The ground of the company's factory area has been hardened and anti-seepage treated, and the bottom and sides of all wastewater treatment facilities have been treated with anti-seepage and anti-corrosion treatment. All wastewater is transported using pipelines.

The company is equipped with necessary emergency materials and uses the large-volume water tank in the workshop as an accident emergency pool.

The hazardous chemicals warehouse (MDI) complies with national safety standards such as the "Code for Fire Protection Design of Buildings" (GB50016-2006) and the "General Rules for Storage of Commonly Used Hazardous Chemicals" (GB15603-1995). It must be kept dry and ventilated, sealed and light-proof, installed with ventilation facilities, equipped with necessary emergency fire-fighting facilities, and have dedicated personnel to manage major hazardous goods and dangerous equipment.
